ICAO USOAP CMA Audit on-site activity in Myanmar

The Universal Safety Oversight Audit Programme (USOAP) is one of ICAO’s priority programmes designed to enable the State to ensure the implementation of ICAO's safety-related Standards and Recommended Practices (SARPs), associated procedures and guidance materials.
ICAO conducts USOAP Continuous Monitoring Approach (CMA) on-site activities in Myanmar from 10 December 2018 to 21 December 2018.
The opening ceremony of the USOAP Audit was held at the Civil Aviation Training Institute (CATI), the Department of Civil Aviation (DCA), Yangon on 10 December 2018. Director General of DCA Myanmar, Mr. Min Lwin and Audit Team Leader, Mr. Junjian Nie, delivered the opening remarks. Following the opening ceremony, ICAO Audit Team paid the courtesy call on the Deputy Union Minister of Transport and Communications, Mr. Kyaw Myo.
USOAP Audit will focus on Myanmar's capability in providing safety oversight by assessing whether Myanmar has effectively and consistently implemented the critical elements (CEs) of a safety oversight system.

 

 

Capacity building exercise for CO2 mitigation from aviation

The EU-South East Asia Aviation Partnership Project is funded by the European Union and implemented by the European Aviation Safety Agency (EASA) to enhance political, economic and environmental partnership between the EU and South East Asia in the domain of civil aviation.

Compared with other modes of transport, the impact of aviation on the environment is still relatively moderate in aggregate terms. However, aircraft noise exposure and aircraft engine emissions are expected to increase further over the next decades as traffic continues to grow. In addition, the specific impact of the greenhouse gas emissions from aircraft engines is unlike other industries in that these emissions take place in the upper reaches of the atmosphere.

Activity 3.1.7 under The EU-South East Asia Aviation Partnership Project – “Workshop on Myanmar State action plan - Capacity building exercise for CO2 mitigation from international aviation” was held in Air Traffic Management Center, Department of Civil Aviation, Yangon, Myanmar on 31 October 2018.

DCA officials, representatives from airlines and other relevant stakeholders attended the workshop. Broad spectrum of issues related to the Development of Environmental Policies and Regulatory Frameworks, State Action Plan, Identification of assistance needs, List of selected mitigation measures, Capacity building in the preparation and implementation of the new ICAO CORSIA agreement (Carbon offsetting and reduction scheme for international aviation) were discussed during the workshop.

Myanmar DCA will continue working with ICAO, EASA and other relevant international bodies in strengthening our climate actions towards delivering low carbon mobility and securing a sustainable future for our peoples.

The role of the Standards and Safety Oversight Division is to develop a safe aviation environment in conjunction with the aviation industry, encouraging continual advancement in safety, in cooperation with International Civil Aviation Organization (ICAO).


The Division is headed by a Director and responsible for taking part in drafting of civil aviation legislation, notifications, orders, directives, notices, circulars and certifying standards and guidelines for the industry. It follows and assesses to adequately meet the requirements set out in the standards and recommended practices of the international civil aviation organizations (ICAO) in view of incorporating them into national regulations.


The Division oversees the requirements for conducting examinations and their performance which is also responsible for issuance of certificates, licenses, ratings and authorizations to aviation personnel.


With the aim of creating a safe aviation environment in accordance with the international obligations, the Division is responsible for the oversight of the aviation industry. This continual oversight is maintained by performing inspections and audits in order to oversee the compliance with regulations and standards, as well as oversight of achieved safety performance.


The Division is in constant communication with the aviation industry by means of publishing guidelines, technical advisory notifications which pertain to the production, construction, use and maintenance of aircraft and aerodromes, and aviation personnel training.


The Division’s employees participate in accident and incident investigations, when needed.


The Division cooperates within the department and the general public in order to enhance the civil aviation safety and for the protection of public interest.


The Division employs a sufficient number of qualified, experienced and competent inspectors, auditors and associates capable of carrying out a wide spectrum of required activities in order to be able to successfully carry out the tasks within its competency.


The inspectors and other technical staff within the Division develop their proficiency and skills through basic and specialized training courses held at the department and other recognized international education centers.
