Flight Standards Division (FSD)
The division is headed by a Director and is responsible for the issue of Air Operator's Certificates and the subsequent monitoring of compliance with ICAO SARPs by Certificate holders. The FSD is also responsible for air crew personnel licensing, safety data analysis, dangerous goods and supervision of aircraft operation in Myanmar. And also conducting the air operator certification, administration and surveillance related to flight operation in co-ordination and co-operation with the other related areas such as AWD, ASSD, ANSD and ATD.
Function and Responsibilities
- Issuing and Renewing the Commercial Pilot's License and Airline Transport Pilot's License;
- Approving the required documents and manuals to issue the Air Operator Certificate;
- Approving the required documents and manuals to issue the Approved Training Organisation Certificate;
- Conducting the required ground inspection and flight inspections to issue the Air Operator Certificate;
- Inspecting the aerodrome for the safe operations;
- Conducting the flight check for the Certificate of Airworthiness;
- Conducting the flight inspection for navigation aids;
- Conducting the aircraft accident investigation as one of the member of the investigation team;
- Coordination with other directorates in the Director General of Civil Aviation on the shipment of dangerous goods, licensing of operators and on other technical matters relating to airworthiness,flight operations and aeronautical engineering as may be required;
- Approving training programmes of operators for carriage of dangerous goods, issuing authorizations for carriage of dangerous goods, etc.

Duties and Responsibilities of Flight Operations Section
- The Flight Operations Section shall conduct regular Inspection and Surveillance of Scheduled Airlines and their aircrew in particular to ensure effective Implementation of safety related Standards and Recommended Practices contained in the ICAO Annexes, particularly Annex 6 and the relevant Rules, Regulations, Procedures and Requirements laid down in Aircraft Rules, Civil Aviation Requirements, Aeronautical Information Circulars, AIP Myanmar etc.
- The issue of an AOC is a joint Airworthiness and Flight Operations process which requires close coordination and cooperation between the two divisions. An AOC may not be issued until the Director (Flight Standards Division) is in a position to advise the Head of Certification Team (HCT) that both divisions are satisfied that the applicant can comply with the legislative requirements.
- In addition to above, the Continued Surveillance of various operational aspects of operators is to be ensured by conducting various Inspection /Surveillance Checks regularly viz. Cockpit En-route Inspection, Cabin Inspection, Ramp Inspection, Station Facility and Proficiency Check etc. In addition to this, Simulator Evaluation and Main Base Inspection etc. of the operators and Standardization/Proficiency Checks of their Type Rating Inspectors (TRI) to be conducted as per the requirements.
Safety oversight functions
- Development of Action Plan by Chief Flight Operations Inspector for Continued Surveillance of Air Operators;
- Surveillance of operational aspects of Air Operators and follow-up action thereof in accordance with the ‘Duties & Responsibilities of the Flight Operations Inspectors’ laid down in Flight Operations Inspector’s Manual (Ref. ICAO Doc. 8335-AN/879, Chapter 9, Para 9.5 & Para 9.6);
- Random Checks of Pilots on their Proficiency & Skill;
- Periodical Inspection of Air Operators as per Civil Aviation Requirements.
- Periodical Inspection of Airline Operators, Shippers/Freight Forwarders and Cargo Terminals/Ware Houses at Airports with regard to transportation of carrying Dangerous Goods as per Civil Aviation Requirements.

Carriage of Dangerous Goods by Air
Rule 8 of Myanma Rules conditionally prohibits the carriage of certain articles by air. In the interest of safety, articles classified as dangerous cargo shall not be carried in aircraft except with the written permission of the Department of Civil Aviation and in accordance with any conditions to which such permission may be subject.

Flight Crew Licensing Section
Functions and Responsibilities
- The assessment and approval of application for licences and ratings.
- Medical fitness assessments relating to licence requirements.
- The issue of licences and ratings.
- Validation of foreign licences and
- Conversion of foreign licences.
Flying Experience Requirements for CPL Licence
- The applicant for a CPL(A) shall have completed not less than 200 hours;
- 100 hours as PIC;
- 20 hours of cross-country flight time as PIC including a cross-country flight totalling not less than 540 km (300 NM) in the course of which full-stop landings at two different aerodromes shall be made;
- 10 hours of instrument instruction time of which not more than 5 hours may be instrument ground time;
- If the privileges of the licence are to be exercised at night, 5 hours of night flight time including 5 take-offs and 5 landings as PIC.
Flying Experience Requirements for ATPL Licence
- The applicant for an ATPL (A) shall have completed not less than 1500 hours of flight time as a pilot of aeroplanes;
- The applicant shall have completed in aeroplanes not less than 250 hours, either as PIC, or made up by not less than 70 hours as PIC and the necessary additional flight time as co-pilot performing, under the supervision of the PIC, the duties and functions of a PIC; provided that the method of supervision employed is acceptable to the DCA;
- 200 hours of cross-country flight time, of which not less than 100 hours shall be as PIC or as co-pilot performing, under the supervision of the PIC, the duties and functions of a PIC, provided that the method of supervision employed is acceptable to the DCA;
- 75 hours of instrument time, of which not more than 30 hours may be instrument ground time; and
- 100 hours of night flight as PIC or as co-pilot.
Flying Experience Requirements for Instrument Rating
- The applicant for an IR shall hold a pilot license with an aircraft category, and class rating if applicable, for the instrument rating sought;
- The applicant shall have completed not less than 50 hours of cross-country flight time as PIC of aircraft in categories acceptable to the DCA, of which not less than 10 hours shall be in the aircraft category being sought; and
- 40 hours of instrument time in aircraft of which not more than 20 hours, or 30 hours where a flight simulator is used, may be instrument ground time. The ground time shall be under the supervision of an authorised instructor.

The Licensing Board was established on 22nd February 2011 for the issue and renewal of pilot licence, aircraft maintenance engineer licences and air traffic controller licences.
