Air Navigation Safety Division (ANSD)

The Organizational Structure

The ANSD is headed by a Director and is responsible for making recommendations to the DGCA on safety policies and regulatory requirements and overseeing the ANSP in their implementation of safety related SARPs, ICAO Annexes, the safety of ANS operations and training of air navigation services including Air Traffic Management (ATM), Communication, Navigation and Surveillance (CNS), Aeronautical Information Services (AIS), Search and Rescue (SAR), Aeronautical Meteorology Services (MET), Flight Procedure Design (PANS-OPS) and Aeronautical Charts (MAP) within Yangon FIR and airspace allocated to Myanmar under national and international agreements with authorization from ICAO.

One important role of the DCA is providing 24-hour air traffic control services and navigational aids for all flights operating in Myanmar airspace including international flights overflying Myanmar. There are twenty international air routes which cross Myanmar airspace. The Area Control Centre provides en-route control for all these flights while the control towers at respective airports provide approach and aerodrome control for aircraft landing and taking off. Air traffic control is very important in that it provides vital flight information to the aircraft in order to avoid en-route mid-air collisions and crashes while landing and taking off.

Functions and Responsibilities

Making recommendations to the DGCA on safety policies and regulatory requirements;
Overseeing the ANSP in their implementation of safety-related SARPs and ICAO Annexes;
Overseeing the safety of ANS operations and training;Overseeing the safety performance of CNS systems operated by the ANSP, including the competency of technical support personnel;
Investigating or scrutinizing the ANSP investigation of ATC incidents Overseeing the development and implementation of SMS by the ANSP;
Overseeing the training and standards of air traffic control officers (ATCOs)

Permits: Scheduled Flights

For regular international scheduled flights operated by foreign airlines into or in transit across the Republic of the Union of Myanmar, the following requirements must be met:

the State of the airline must be a party to the International Air Services Transit Agreement and/or the International Air Transport Agreement whereby the Republic of the Union of Myanmar is a party to both agreement;
the airline must be eligible to make the flights under the provisions of a bilateral or multilateral agreement to which the State of the airline and the Republic of the Union of Myanmar are contracting parties and must have a permit to operate into or in transit across the Republic of the Union of Myanmar. Application for such permits shall be submitted to:

AFTN: VYYYYAYX, Airlines Operator wishing to operate as schedule flights are to submit their application furnished with fleet status including leased aircraft, contact person, mailing address, contact phone number, fax number, e-mail address; change to any of the above is to be notified in advance, preferably one month and address be made to Director- General, Department of Civil Aviation. The following considerations are made before granting approval as scheduled overflight:

The stability of flight;
The frequencies of flight;
Other factors deem qualified for approval.

For Airlines operator already obtained approved scheduled over flight, should the termination of flight has become apparent, to notify in advance of one month before termination of flight take place. Myanmar practices 2 scheduled cycles, Summer and Winter.

Summer schedule commenced on 1st April of each and end on 31st October of that year.
Winter schedule commenced on 1st November of each and end on 31st March of next year.
Renewal should be made at least in advance of one month. Discontinuation also be made at least in advance of one month.
Failure to comply will result delayed approval.
Any change in fleet status should be notified when renewing scheduled cycle together with change of mailing address, phone number, fax number, etc.

Permits: Non-scheduled Flights

Overfly

If an operator intends to perform a Non-schedule flight or a series of Non-scheduled flights into the Republic of the Union of Myanmar for the purpose of overflying, he shall apply to: Air Navigation Safety Division of Civil Aviation DCA H.Q Building, Yangon International Airport, Yangon 11021, Myanmar. Name of the operator and the mailing / billing address;
Type of aircraft and registration marks;
Full itinerary on schedule including point of departure, point of destination, date and time of overflight;
Purpose of overflight ( Passenger or Cargo ) or freight, if Cargo and freight, to declare of Cargo / freight;
Consignee / consignor or charterer;
Contact person, Telephone Number, Fax number, Email Address (if applicable), SITA address (if applicable), AFTN address (if applicable).

Landing

If an operator intends to perform a non-schedule landing flight or a series of flights, the requirement are the same as overflying but with the following information in addition.

Local sponsor’s name and address
Landing permission is to be requested 14 days in advance.
If passenger-charter flights, list names and nationality of passengers.
If cargo-charter flight, type and nature of cargo is to be declared together with consignee/consignor.

Terms and Conditions

during weekdays, a request for overflight permission may be made in advance of 7 days and during weekend, may be made in advance of 9 days.
that technical landing ( no overnight ) at Yangon International Airport may be requested in advance of 9 days and if overnight to be requested in advance of 14 days.
that technical landing at Mandalay International Airport and other domestic airports ( without overnight ) may be made in advance of 14 days and if overnight may be made in advance of 21 days.
that operators are to include billing address for each overflight request.
landing/overflight permission for diplomatic flights are to be made through diplomatic channel i.e. embassy.
as for inclusive tour charter flight ( package tour ), landing permission is to be requested either through tour agent or local agent in advance of 45 days.
overflight permission for VFR flight is to be made in advance of 14 days and landing permission may be requested in advance of 21 days and to fly on established VFR routes only.
agents acting on behalf of airlines operators are to obtain update information from the nearest International NOTAM Office of Civil Aviation Authority concerned.

Non-scheduled Overflight and Landing Permit Request New Form

Permits: Private Flights

The requirements for private flight requesting overflight permission is to be made as non-scheduled flight. The requirements for private flight requesting landing clearance is to be made as follows:-

Permission to land at Yangon International Airport is to be made in advance of 7 days.
Permission to land at other airport is to be made in advance of 14 days.

The requirements for private flights for the purpose of medical evacuation through or into Myanmar is to be made provided the following information are included in the request.

Local sponsor’s name and address / phone number / fax number;
Patient information such as name, disease, age, presently attending hospital, caring doctor, organization of patient;
Aircraft operator, mailing address, aircraft type and registration, flight schedule date/time;
Top priority will be given for such flight.

Permits: Diplomatic Flights

Diplomatic flight should be applied through diplomatic channel.
Application through Department of Civil Aviation Myanmar is acceptable but Ministry of Foreign Affairs should be informed.
